Employment and Active Labor Market Policies for Older Adults in Korea

ABSTRACT

The purpose of this study was to examine employment policies of government departments [MHW(Ministry of Health and Welfare), MEL(Ministry of Employment and Labor)], public institutions, local governmentsand private institutions for older people from the viewpoint of active labor market policy. Specifically, thestudy focused on how the ALMP(active labor market policy), which is divided into job-training policy,job-placement policy, and job-creation policy, are typified. Specifically, after reviewing the employmentpolicies of the employment and entrepreneurship programs for older adults of the MHW, the Nuri SeniorSocial Activity Portal for the centenarians of the Korea Labor Force Development Institute, the internshipprogram for older adults of MEL, the Hope Net program for older adults of the MEL, the job supportproject of the Seoul City(i.e., Seoul Employment Training Center, Seoul Life Double Cropping SupportCenter, Double Cropping in Urban), the employment support program for older adults of the KoreanSenior Citizens Association, the programs or project were classified into the ALMP. The employmentpolicy for older adults seemed to lack of vocational job-training policy, and thus active efforts are requiredin job placement and job creation policies. It is necessary to expand the projects that are not implementedamong the three ALMPs by each ministry and agency.
