Roles of Local and Central Governments in Preventing Human Rights Violations in Long-term Care Facilities

ABSTRACT

This article is focused upon to identify the roles of local andcentral governments to prevent human rights violations inlong-term care facilities. For this, the author examined the currentstatus of the long-term care facilities, human rights awarenesslevels of caregivers in elderly facilities, and the environment fordementia patients admitted to the facilities. He stated the necessityof establishing case management systems that guarantee respectfor the elderly’s daily life and adequate individual care services inthe nursing facilities. He stated that long-term care facilities tocope with dementia as well as institutional measures to enhancehuman rights educational programs for the elderly facilitypersonnel, including care workers, should be established. He alsostated that more public elderly facilities which guarantee thehigh-quality of care services should be operated. Furthermore, hestated the extensive and permanent ombudsman systems for theelderly patients’ rights.
